- Meeting with representatives from the Libyan HoR to present the INTER PARES Programme (26 November 2021, Paris)
To kickstart the partnership, the INTER PARES team met with a delegation of Libyan MPs and staff in Paris as part of a visit organised by the French Embassy to Libya, in partnership with the French Parliament. The meeting allowed the team to present the programme and its aim to Libyan participants, who then expressed their needs and priorities.
- Workshop on Parliamentary Research and Legislative Support (9 December 2021, online):
18 members of staff from the Libyan House of Representatives attended a 3-hour-online-workshop on parliamentary administrative functioning, roles and structures of research departments and comparative legislation. Partners from the French Senate, Czech Parliamentary Institute, Hellenic Parliament and Italian Chamber of Deputies gave comprehensive accounts of their parliaments' functioning and responded to questions from Libyan participants. The workshop saw high levels of engagement.
- Work Planning Mission and Peer-to-peer Exchange (21-22 March 2022, Tunis):
A delegation composed of the Deputy Secretary General and four Heads of Department of the Libyan House of Representatives met with Partner EUMSPs from
the Czech Republic, Italian Chamber of Deputies and Hellenic Parliament to conduct
the INTER PARES baseline assessment and take part in two exchanges on parliamentary administration structures and information management processes. EUD
representatives, EUMS Embassy representatives from Italy, France, Germany, Belgium, Malta, Czech Republic, Romania and International IDEA Tunis Office staff
joined the exchanges. Experts from the French Senate and Maltese House of Representatives attended online and led a session on parliamentary archiving systems. The mission allowed for an in-depth assessment of the needs and procedures in place in the Libyan House of Representatives, with EUMSPs sharing their own experience. The baseline assessment supported the inception phase of a new EU-funded project which started in July 2022, as a follow-up to INTER PARES, managed by the EU Delegation to Libya and implemented by the International IDEA Tunis Office.
Outcomes
1. A total of 28 members of staff from the Libyan House of Representatives were trained by the project. Questionnaire respondents reported 100% satisfaction with their INTER PARES partnerships and activities.
2. A stand-alone follow-up project funded by the European Union and implemented by International IDEA was
launched in 2022 as a result of INTER PARES' introductory work with the Libyan House of Representatives.
