Activities

  • Creation of a technical committee and steering committee and development of a strategic plan (Jun 2022 - Sept 2022):

A technical committee composed of senior staff members from the Nigerien National
Assembly was created to develop a first draft strategic plan for the National Assembly of Niger for 2022-2032. A Steering Committee was subsequently formed to oversee the drafting process and is composed of Technical Committee members and Members of Parliaments, including the 1st VP of the National Assembly. Consultations were held in Niamey in person and in the form of written feedback with staff members and MPs to gather the needs and concerns of the National Assembly. The first draft strategic plan is based on these consultations as well as on the INTER PARES baseline capacity matrix assessment results provided in January 2022.

  • First Steering Committee meeting for the development of a strategic plan (17 - 18 Oct 2022, Niamey, Niger):

Following the development of the first draft plan, a staff member from the Danish Parliament visited the National Assembly and exchanged with members of the Technical Committee on administrative functioning and strategic plan writing, using the Danish Parliament's new 2027 strategy as an example. The first Steering Committee took place with all members and the Danish and INTER PARES representatives and was followed by an in-depth revision of the strategic priorities and objectives with the Technical Committee.

Peer-to-peer exchange on the role and responsibilities of women's caucuses and women deputies (19 Oct 2022, Niamey, Niger/ online):

Members of the Nigerien Network of Women Parliamentarians met in Niamey to exchange knowledge, experiences, and ideas with women’s caucuses and other parliamentary gender equality bodies from the EU and around the world, including: the Irish Women’s Parliamentary Caucus, the Working Group on Gender Equality of the Swedish Riksdag, the Advisory Committee for Equal Opportunities between Women and Men of the Belgian Senate, the Malawian Cross-Party Parliamentary Women’s Caucus, the Women’s Parliamentary Caucus of Côte d'Ivoire and the Senedd Women’s Caucus. Participants discussed how caucuses and gender equality bodies are organised and plan their work; co-ordinating action and agreeing positions across political boundaries; the range of activities carried out by caucuses and gender equality bodies; strategies for influencing policy and legislation and common challenges facing gender equality bodies and how to overcome them.

 

Work on remaining priorities continued in 2023.

Outcome

1. Two decrees allowed for the creation of a technical committee for the drafting of the National Assembly's strategic plan 2022-2032 and a steering committee to oversee the process within the Assembly. Next steps will focus on elaborating and adopting the strategic plan.
