Activities

  • Modernisation of the voting system (May 2022):

An in-person exchange was held in May 2022 in Peru between experts of the Spanish Congress of the Deputies and Chamber of Deputies of Luxembourg, as well as the Chamber of Deputies of Chile in their capacity as host of the Hispanophone Hub of the
Inter-Parliamentary Union’s Centre for Innovation in Parliament, with representatives of the IT and administration teams of the Congress of Peru. It focused on sharing experiences and best practices in adopting technology to support voting and conference needs in the plenary in the different parliaments, in order to support the
Congress of Peru as it looked to modernize their systems.

  • Exchangeswithbicameralparliamentsontheconstitutional reform
    thataimstoreinstatebicameralism(Virtual, May 2022):

A virtual seminar on experiences on bicameralism in Europe with experts
from the German Bundesrat, Spanish Congress and the French Senate
was held in May 2022 with the participation of 19 MPs and parliamentary
staff from the Congress of Peru.

  • Strengthening communication mechanisms with citizens (May 2022):

A hybrid exchange was held in May 2022 on innovative parliamentary communications, digital crowdsourcing platforms for public feedback to bills and engagement with citizens with experts from the Spanish Congress of the Deputies, Czech Chamber of Deputies, Irish Houses of the Oireachtas, Portuguese Assembly of the Republic, Argentinian Chamber of Deputies, UK Houses of Commons, Welsh Parliament, University of Lisbon and the Centre for Innovation in Parliament of
the Inter-Parliamentary Union. 40 parliamentary staff from the Department of Communication, parliamentary groupings and advisors of Congress people participated from the Congress of Peru.

Outcomes

1. Enhanced staff knowledge of mechanism for innovative parliamentary communication and engagement with citizens.

2. Enhanced staff and MP knowledge of the different roles and compositions of second chambers amongst EUMSPs.

3. Participants reported increased knowledge on the representation (100%), law-making (75%), oversight (100%) and administration (100%) parliamentary functions.

4. As a result of the exchange on modernising the voting system, the Congress of Peru is able to draw on the experiences of EUMSPs in the preparation of their tender process for a new voting and conference system in the chamber. 100% of participants expressed a willingness to harness digital technologies in their work as a result of the exchange.
